Pauline G. Aguilar
Pauline G. Aguilar is Executive Director of the International
Center for Disabilities Resources on the Internet.
Mary Barros-Bailey
Mary Barros-Bailey is a bilingual rehabilitation counselor and
vocational expert based in Boise, Idaho, specializing in working
with Spanish- and Portuguese-speaking individuals with disabilities.
She is a Ph.D. student in counseling/vocational rehabilitation
with the University of Idaho and possesses master's degrees in
special education and rehabilitation services from San Jose State
University and in international public administration from the
Monterey Institute of International Studies. She has worked with
people with disabilities across the United States and in Mexico,
and she is often a contributor to the profession through publication
and presentation on several issues-including ethics, Internet
resources, and the role of vocational specialists.
Michael Burks
Michael Burks has been in the Information Technology business
for twenty years; for the last five years he has been working
on both Internet network issues and information technology issues.
He does extensive work with the Nonprofit International Center
for Disability Resources on the Internet. He also helps gather
and present disability resources and helps visitors with various
disability issues; the Web site is http://www.icdri.org. In addition, he presents tutorials on Web accessibility issues
for people with disabilities, and he runs and participates in
panel sessions dealing with that subject.
Nevin Cohen
Nevin Cohen is an environmental consultant who focuses on the
impact of the emerging digital economy on energy, land use, and
transportation. He is currently working with the Tellus Institute,
a Boston-based environmental research organization, on a two-year
project to explore the environmental consequences of e-commerce.
He has worked for 15 years on environmental policy issues as an
analyst and policy maker in government and nonprofit organizations.
He has a doctorate in environmental planning, a master's degree
in urban planning, and a bachelor's degree in economics.
Martin Dodge
Martin Dodge is a researcher and part-time Ph.D. student in the
Centre for Advanced Spatial Analysis (CASA) at University College
London. He is a geographer by training and one of his main areas
of research is how we can map the Internet. His Web page is available

Irit Askira Gelman
Irit Askira Gelman currently lives in Tucson, Arizona, with her
husband and lovely daughter. She is working on her Ph.D. in the
MIS department at the University of Arizona. Her interests include
economics of information systems/information technologies, data
mining and knowledge discovery, and modeling and model management
systems. She holds an MSc degree in information systems and a
BSc degree in mathematics from Tel Aviv University. She worked
in Israel for a long time as a systems programmer, database administrator,
and systems and communications manager.
Lars Hornborg
Lars Hornborg is a self-employed Swedish senior information technology
(IT) consultant at Hornborg IT & Co. He has been an IT professional
since 1983, when he cofounded a consulting firm with national
and international offices. Since the fall of 1998 he has been
a freelancer, doing consultancy, TV work, seminars, and more.

Rafael Ibarra
Rafael Ibarra is the information technology (IT) manager for Universidad
CentroAmericana (http://www.uca.edu.sv) in El Salvador. He is also part of the group that administers
the country code top-level domain name (ccTLD) for El Salvador
and has been heavily involved in promoting the Internet as a tool
for social, cultural, and economic development. He is a member
of the Board of Directors of Infocentros (http://www.infocentros.org.sv), a nonprofit organization that will set up 100 telecenters throughout
El Salvador using the franchising
model. He is also a member of EnRed (http://www.enred.org), the
Latin American Network Forum, and other related initiatives.
Marcie Parker
Dr. Marcie Parker is Senior Qualitative Researcher with Optum®,
a diversified health care management company, in Golden Valley,
Minnesota, U.S.A. She has master's degrees in Anthropology and
Public Administration and a Ph.D. in Family Social Science from
the University of Minnesota. In November 1997 she won the Best
Doctoral Dissertation Award for the best doctoral dissertation
related to quality of life issues from the International Society
for Quality of Life Issues. She is a Certified Family Life Educator
and has a Certificate for Staff Builders and In-Service Trainers,
and she is a fellow in both the Gerontological Society of America
and the American Institute on Stress. In addition, she has held
a number of academic and teaching positions and is on numerous
journal reviewing and editorial advisory boards. To date she has
published hundreds of peer-reviewed journal articles, book chapters,

Madanmohan Rao
Dr. Madanmohan Rao (madanr@microland.co.in) is Group Consultant at the Bangalore-based Microland e-services
group. He was formerly the communications director at the United
Nations Inter Press Service bureau in New York and vice president
at IndiaWorld Communications in Bombay. Madan is currently an
online correspondent for Editor&Publisher magazine's MediaInfo
site and for Malaysia-based Skali (the Altavista mirror site in
Asia). His articles have appeared in New Asia Review, Asia Internet
Business, Economic Times, Business Standard, Economic and Political
